Introduction

souk.gdcoops.gov.lb (the "Platform") is an e-commerce marketplace developed by the United Nations Economic and Social Commission for Western Asia (ESCWA) and the United Nations Development Programme (UNDP) and managed by the General Directorate of Cooperatives at the Ministry of Agriculture.

The Platform connects Lebanese cooperatives ("Cooperatives") with individual and business buyers ("Users") locally and internationally. By accessing or using the Platform, you agree to be bound by these Terms and Conditions ("Terms").

Definitions

Cooperative: A business or organization jointly run by its members to meet their common economic, social, and cultural needs. Cooperatives must operate in the agro-food, agriculture, or artisanal craft sectors and be duly registered with the General Directorate of Cooperatives at the Ministry of Agriculture.

Buyer: Any natural person aged 18 years or older, or any legally formed entity, purchasing goods through the Platform.

Services: All features made available through the Platform, including browsing, product listing, ordering, and payment functionality.

Eligibility

  • Cooperatives must provide valid registration certificates and any required food safety licenses.

  • Buyers must be at least 18 years old or have reached the legal age of majority in their jurisdiction.

Account Registration

Users must provide accurate, current, and complete information and keep it updated. Users are responsible for safeguarding their login credentials and for all activities conducted through their accounts.

Role of the Platform

The Platform acts solely as an intermediary. Sales contracts are formed directly between Buyers and Cooperatives. Neither ESCWA, UNDP, nor the General Directorate of Cooperatives is a party to any sales contract, nor do they guarantee or endorse any products or services offered through the Platform.

Products & Pricing

Cooperatives are solely responsible for providing accurate product information, including prices, weights, ingredients, production and expiry dates, and compliance with applicable Lebanese laws.

Prices are displayed in both U.S. Dollars (USD) and Lebanese Pounds (LBP). Currency conversions are based on the daily exchange rate published by Banque du Liban.

Payments

Payments are processed through secure, PCI DSS-compliant payment gateways. The Platform does not store payment card information.

Accepted payment methods include:

  • Credit and debit cards

  • Cash on Delivery (Lebanon only)

  • Future e-wallet solutions, when available

Shipping & Delivery

Cooperatives must dispatch orders within three (3) business days.

Delivery times vary depending on the destination.

For international shipments, the Cooperative is solely responsible for customs clearance and compliance with applicable import laws.

Risk of loss or damage transfers to the Buyer upon successful delivery.

Returns & Refunds

Returns and refunds are governed by the Return & Refund Policy (Annex II).

User Conduct

Users agree not to:

a) Violate any applicable law or regulation.

b) Post false, misleading, defamatory, or offensive content.

c) Infringe the intellectual property rights of any third party.

d) Use the Platform for political, religious, or fundraising purposes.

e) Interfere with the security, integrity, or functionality of the Platform.

Platform Rights

The General Directorate of Cooperatives at the Ministry of Agriculture reserves the right to suspend, terminate, or limit access to the Services and/or remove listings that violate these Terms or any other applicable Platform policies.

Indemnification

Users agree to indemnify and hold harmless UNDP, ESCWA, the General Directorate of Cooperatives, and the Platform from any claims, demands, liabilities, damages, losses, or expenses arising out of:

  • any breach of these Terms;

  • misuse of the Services; or

  • violation of the rights of any third party.

Governing Law & Dispute Resolution

These Terms are governed by the laws of the Republic of Lebanon.

The courts of Beirut shall have exclusive jurisdiction over any dispute arising from or relating to these Terms.

Before initiating legal proceedings, Users are encouraged to seek an amicable resolution by contacting the Platform through the administrative support email (to be determined).
